Job Purpose: ‘To ensure that Citigroup’s real estate investment and franchise is protected to the greatest extent possible through professional, effective and prudent management of building operations, the expense base and an effective premises strategy’, Job Background/context: ‘Citigroup Realty Services (CRS) is a division of Citigroup Operations & Technology (O&T), providing real estate support services to all Citigroup businesses. CRS is dedicated to provide all Citigroup businesses with premises that are cost effective, safe, and productive and valued by our customers as a strategic partner in their successes and by our employees.’ Key Responsibilities: Reporting to the CRS Country Head, the Asset Manager will be responsible for the management of day to day building operations across the Singapore portfolio and for the timely and cost effective delivery of capital improvement projects.
Responsible for the day-to-day operations of all Citigroup facilities in close consultation with customers and other key stakeholders. Financial Management is responsible to include overall P&L of the management of the property asset. Manage, controls, analyzes and forecast expense for the assigned facility.
Prepare annual budgets for all Projects and Facility Management capital works and expenses; monitoring expenditure against plan and preparing variance analysis report. Inventory management of Citigroup/building assets including reporting to local financial control team and external auditors. Working closely with Building Managers, Local Council and Regulatory bodies.
Ensure compliance to legal, governmental regulatory laws, fire & safety and environmental issues while complying with Citigroup policies. Responsible for maintaining code compliance, environmental guidelines, critical systems testing and emergency procedures in the facility. Act as Quality Manager and ensure outsource service provider delivery on project or preventive facilities maintenance program is maintained and regular updated as required in accordance with Citi’s guidelines in order to minimize equipment failure and maximize equipment efficiency.
Periodically inspect facilities and ensure proper operation and management of all building systems. Responsible for obtaining all necessary building or equipment related licenses and permits. Ensure timing reporting and updates to Citigroup Insurance Risk Management (CIRM) and any local insurance on all matters relating to building and premises coverage.
Developing and managing a full facilities management program utilizing and coordinating contracted services and vendors engaged in plant & equipment maintenance. Conduct proactive Vendor Management in line with Citigroup procedures; to include maintenance of approved vendor list, tendering, awarding and monitoring of contracts and any other procurement activity related to the Assets Management function. Management of all aspects of outsources resources including performance measurement through the development and utilization of Service Level Agreements (SLA) and Key Performance Indicators (KPI).
Key Customer Liaison with businesses and tenants to facilities all occupancy needs and requirements. Liaising with building owners, managing agents, and tenants on all asset management activities but especially to lease obligations and building resilience. Support the accounting process related to all CRS transactions/processes for CRS based legal entities.
Help to provide CRS inputs to prepare financials to support Initial Expenditure Plans, project financial tracking and closures including necessary inputs / approvals in REMS, REALM & Costar. Providing ad hoc reports to CRS local and regional management as required. Manages external resources (ie architects, designers, construction crews, etc.
) to achieve successful completion of the project. Work with the project team in the development of design criteria with architects and to review and analysis of lease conditions / requirements. Manages projects in the country to ensure timescales, specifications, quality and costs are achieved within approved parameters.
Walk projects on a frequent basis to review progress and quality of work, and conformity of specifications. Ensuring all changes in service delivery and volume are covered by change control and verify veracity of change request before submission to governance committee. It may be necessary to support changes through the governance process.
Assist with real estate site selection for new premises and provide advice to the CRS Country Head on property strategy as required. Inspects and evaluates prospective sites/buildings as part of due diligence exercises. Report to country management on a regular basis and submit written and verbal reports on all aspects of projects Financial Management Establishes and manages the financial expenditure budgets of the project and monitors costs to ensure compliance with planned expenditure.
Manage, controls, analyzes, forecasts and reports expense for each project. Prepares budgets and timelines to facilitate the approval of Capital Expenditure Proposals. Support to prepare Requests for Proposals (RFPs) on major projects, vets bids and makes recommendations in line with corporate procedures.
Working with our colleagues in Procurement to establish appropriate procurement routes for design and construction work. Utilizes REALM project management software for the overall financial management of the projects. Assist with preparation of annual budget for properties as it relates to projects.

Ensure Vendor Management documentation and reporting follows the policies and procedures stipulated on the Citi CRS Desk Top Manual.
Key Customer Liaison with businesses and tenants to facilitate all occupancy needs and requirements. Disseminating and ensuring implementation of best practice and service innovation initiatives coming from regional partners and service innovation meetings. Knowledge/Experience: More than 8 years professional experience in Real Estate/similar corporate Real Estate environment. Strong Analytical skills, experience in financial management and budget control. Strong relationship management skills and good experience in an International Corporate environment.
Strong organizational and time management skills and ability to work in fast pace environment. Strong multi-tasking skills with ability to manage and communicate multiple projects. Understanding of Vendor management to ensure to best service levels and performance from our supply chain.
Good working knowledge of practical Health and Safety within the built environment. Demonstrated knowledge and experience in procurement activity. Skills: Excellent vendor management within a partnering environment.
Excellent communication skills and fluency in English. Experience in using Microsoft Office software in a business problem solving context. Strong analytical skills.
