The Partnership for Public Service is seeking a strategic, results-oriented and experienced leader for its new initiative, the Alliance for Congress. Launching in February 2021, the Alliance for Congress will promote public service and effective government by helping Congress become a healthier institution and a more capable steward of the executive branch. We envision a well-functioning Congress that will: Solve problems through nonpartisan legislation and oversight.
Work effectively with executive branch leaders. Invest in its own capacity to learn, legislate and lead. Earn the trust and support of the public.
The Director for the Alliance for Congress will lead the Partnership’s work to launch this new initiative to strengthen Congress while advancing the Partnership’s greater mission to create an effective federal government. The Alliance for Congress will serve as a “force multiplier” for people and organizations working to strengthen Congress, initiate programs to support those working inside Congress, and champion efforts to make Congress a more diverse, representative and effective institution. The Director will drive this work and ensure that the Alliance for Congress is integrated with the Partnership’s programs, research and advocacy.
The ideal candidate will be a strategic thinker and talented communicator with high energy, exceptional relationship skills and a belief in the importance of a well-functioning legislative branch. A detailed understanding of Capitol Hill and/or civil society and good government organizations is essential. ESSENTIAL FUNCTIONS/PRIMARY RESPONSIBILITIES Manage the successful launch of the Alliance for Congress initiative and lead its work to strengthen Congress through partnerships, programs and communications.
Refine and implement the strategy for the Alliance for Congress, ensuring alignment with the Partnership’s organizational strategy. Ensure that the Alliance for Congress leverages other Partnership work, including the Public Service Leadership Model, advocacy agenda, programs and research. Lead a team of employees on the Alliance for Congress matrixed team and oversee all aspects of program and budget management.
Identify and promote practices that make Congress a strong, diverse and effective co-equal branch of government; use data to communicate why a strong, diverse and effective Congress matters. Raise the public profile of the Alliance for Congress, the Partnership, allied organizations working to strengthen Congress, and Congress itself. Develop tools, resources and professional development opportunities for Members of Congress and staff to promote better decisions and institutional stewardship.
Initiate a communications effort to champion the things Congress does well, highlight the importance of diversity in Congress and serve as a constructive critic. Develop strategic alliances and highlight the efforts of people and organizations striving to make Congress work better. Manage existing and develop new relationships with critical stakeholders on Capitol Hill and in the civil society/good government community to develop alliances, foster collaboration and enhance our collective impact.
Ensure Alliance for Congress programs, activities, relationships and messaging are coordinated across the larger Partnership enterprise, specifically with the government affairs, programs, research, communication and development teams. Serve as a public face of the Alliance for Congress and be a spokesperson for the cause of building a healthy Congress that the American people can support. Represent Alliance for Congress at public events and to the media.

Demonstrated ability to work in a bipartisan or nonpartisan way. REQUIRED/PREFERRED EDUCATION AND EXPERIENCE Bachelor’s degree required, Master’s degree preferred or equivalent professional work experience or military service. Ten years of experience on Capitol Hill or in a civil society or good government organization related to Congress, including experience within the last four years.
At least ten years of experience as a manager of projects and people. Prior supervisory experience. Extensive public speaking and media experience a plus.
SUPERVISORY RESPONSIBILITY/REPORTING STRUCTURE This position reports to the Partnership’s Vice President of Government Affairs. This position will supervise a manager, associate and consultant for the Alliance for Congress. WORK ENVIRONMENT This job operates in a professional office environment in Washington, DC, and at external venues, both local and out-of-state.
This position requires consistent use of office equipment such as computer, telephone, printer and scanner. Please note that as a result of COVID-19, Partnership staff are currently working remotely. POSITION TYPE/EXPECTED HOURS OF WORK This is a full-time position with regular work hours Monday-Friday, 9 a.
m. to 6 p.m.
Occasional evening or weekend activities may be required as well. Please note that as a result of COVID-19, the Partnership is allowing maximum flexibility in work schedules. TRAVEL If travel occurs, it is usually during the business day.
Local travel to various federal agencies may be required. Some out of the area and/or overnight travel will be required as well.
